Expansion of national road No. 63 (DK63) and the western bypass of Kolno
Elaboration of the Technical, Economic and Environmental Study with elements of the Conceptual Design for the project: Expansion of national road No. 63 (DK63) from Wincenta to Kolno, including the construction of the western bypass of Kolno.
The subject of the project is the preparation of a Technical, Economic and Environmental Study with elements of a Conceptual Design (STEŚ-R) for the investment project entitled "Expansion of national road No. 63 from the town of Wincenta to Kolno, including the construction of the western bypass of Kolno".
The project involves the expansion of the existing section of national road No. 63 with a length of approximately 5.8 km and the construction of a new section of the western bypass of Kolno, which will connect the existing national road DK63 with the designed provincial road DW647.
The objective of the undertaking is to prepare complete pre-design documentation enabling the selection of the optimal investment variant and the acquisition of the environmental decision for the future implementation of the task.
The main objective of the investment is to divert transit traffic away from the centre of Kolno, improve road traffic safety, and increase the capacity of the transport system. As the Contractor, within the scope of the study, we will analyse various route alignment variants, taking into account technical, economic, environmental, and social aspects, and subsequently indicate the preferred variant for further implementation. The documentation will include comprehensive traffic, economic, environmental, geological, and geotechnical analyses, the preparation of an environmental impact report, traffic forecasts, cost-benefit analyses, as well as archaeological and geodetic surveys. The project also provides for subsoil investigations, environmental inventories, acoustic and hydrogeological analyses, and full documentation necessary to obtain administrative decisions.
An essential element of the study will be the design of investment implementation phasing, enabling the successive construction of individual road elements along with an assessment of the technical and financial consequences of such a solution. As the Contractor, we will be responsible for preparing materials for the meetings of the Investment Venture Assessment Team (ZOPI), conducting consultations with the General Directorate for National Roads and Motorways (GDDKiA) and competent administrative authorities, as well as obtaining the required opinions, arrangements, and technical conditions.
The documentation will be drawn up in accordance with the current guidelines of the General Directorate for National Roads and Motorways, the applicable design standards for national roads, and environmental protection regulations.
The outcome of the project will be the selection of the optimal investment route variant and the preparation of complete documentation enabling the transition to the next stage of the investment process, covering the acquisition of the environmental decision and further design works.
The implementation of the undertaking will contribute to improving the transport accessibility of the region, increasing the safety of road users, streamlining transport connections, and reducing the nuisance of heavy traffic in the urban area of Kolno.
